Политические отношения Россия — ЕС: эволюция и перспективы

Статья посвящена анализу эволюции, характера и содержания политических отношений Россия — ЕС, формально установленных Соглашением о партнерстве и сотрудничестве (СПС) 1994 г. Преодоление постбиполярной конфронтации и парадигма построения единой Европы и общего европейского пространства безопасности, становление постсоветской России и Европейского союза, учрежденного в 1992 г., в качестве новых акторов международных отношений способствовали формированию между ними отношений сотрудничества, которое выстраивалось в направлении стратегического партнерства. Они укрепились на рубеже 2000-х годов, когда был декларирован «европейский выбор» России и инициирована «новая динамика» ЕС в сфере политики безопасности и обороны, в том числе на основе взаимных Стратегий развития отношений. Однако натоцентричная модель европейской безопасности и политика расширения евроатлантичеких институтов на Восток создали потенциал высокой конфликтности, и сотрудничество Россия — ЕС перешло в фазу латентного кризиса, особенно вследствие конфликтных интересов на пространстве так называемого общего соседства. Попытки нового стратегического старта после принятия Россией и ЕС дорожных карт по четырем общим пространствам и переговоров по новому базовому соглашению не смогли преодолеть фундаментальных по существу противоречий и разногласий. Украинский конфликт стал кульминацией российско-европейского кризиса и изменил принципиально вектор и содержание отношений Россия — ЕС. Все более острым становится определение будущей стратегии отношений, которая в статье рассматривается как проблема стратегического выбора сторон. Автор обосновывает возможность преодоления «новой нормальности», которая сводится к поддержанию контролируемого взаимного сдерживания, хотя и не исключает вариант прекращения договорно-правовых отношений Россия — ЕС («брейкзит»).
