Концептуализация режимных трансформаций на постсоветском пространстве: некоторые промежуточные итоги

Автор ставит своей целью проанализировать попытки концептуализации режимных трансформаций на постсоветском пространстве, которые предпринимались за последние тридцать лет. Для удобства все концепции сгруппированы вокруг трех основных подходов. Первый из них рассматривает режимные трансформации в бывшем СССР с точки зрения возможного перехода к демократии (транзитологическая парадигма); второй делает акцент на преемственности между доперестроечным и постсоветским политическими режимами, не видя между ними принципиальной разницы; третий исходит из того, что постсоветский транзит все же состоялся, однако он шел в направлении от одного типа авторитарного правления (однопартийная коммунистическая идеократия) к другому (гибридные режимы или консолидированные автократии). Понимая режимные трансформации как изменение базовых формальных и неформальных правил игры, которые определяют функционирование данной политической системы (от способа принятия ключевых решений и распределения ресурсов до основных каналов рекрутирования в элиту), автор доказывает, что наиболее релевантным для анализа постсоветских политических реалий является третий подход. Его преимущество, среди прочего, состоит в том, что он позволяет достаточно органично вписать изучение постсоветского пространства в более широкое поле сравнительной политологии: анализ постсоветской политики, с одной стороны, может значительно обогатить наши представления о том, как в принципе «работают» авторитарные режимы, с другой — эмпирические знания об автократиях за пределами постсоветской Евразии и выстроенные на их основе теории помогут нам лучше понять природу авторитаризмов в ближнем зарубежье.
