Китайская инициатива «Пояс и путь»: вызовы и сложности реализации

Аннотация

Взяв высокий старт в 2013–2015 гг., китайская инициатива «Пояс и путь» к настоящему моменту несколько утратила темп и пока не смогла достичь изначально заявленного китайским руководством размаха. Вопреки утверждениям китайской стороны о глобальности и масштабности инициативы «Пояс и путь», сейчас развивается тенденция к ее локализации в весьма ограниченном круге приоритетных для Китая стран. И даже в целевых для китайской инициативы странах инициатива развивается не безоблачно. Цель настоящей статьи — выявить и охарактеризовать основные вызовы и сложности, затрудняющие Китаю процесс реализации этой инициативы. Серьезным вызовом китайским планам по превращению «Пояса и пути» в глобальную инициативу стала настороженная реакция на нее со стороны ряда ведущих стран мира. В первом разделе статьи анализируется предметная критика оппонентов инициативы, а также различные формы противодействия китайской инициативе со стороны либеральных демократий. Второй раздел статьи сфокусирован на изучении таких вызовов, как синофобные настроения, изменение отношения к китайским проектам вследствие смены политических элит в странах «Пояса и пути», интенсифицирующиеся в этих странах требования к соблюдению экологических и трудовых стандартов, а также учета интересов местного населения при реализации китайских проектов. Широкое распространение среди стран «Пояса и пути» получила практика пересмотра условий финансирования китайских проектов или вовсе отказа от их реализации. Третий раздел статьи раскрывает остро вставшую перед Пекином необходимость комплексной оценки финансовых и кредитных рисков как для стран-реципиентов, так и для Китая при осуществлении инвестирования и кредитования стран «Пояса и пути» в условиях нарастания и углубления проблем в китайской экономике. Проявившиеся на пути инициативы «Пояс и путь» вызовы и сложности обуславливают необходимость изменения подходов Китая к ее реализации, в том числе в вопросах разработки проектов и их финансирования.
