Проблема международных обязательств США после ухода из Афганистана: готова ли Америка защищать Тайвань?

Статья посвящена эволюции внешней политики США в отношении тайваньской проблемы в период администрации Д. Трампа и начала президентства Дж. Байдена. Ситуация в зоне Тайваньского пролива рассматривается в контексте произошедшего в августе 2021 г. вывода американских войск из Афганистана. Это событие заставило многих специалистов задаться вопросом: не присутствуем ли мы при начале обвального разрушения системы международных обязательств США? Проведенное исследование тайваньского направления американской политики позволяет сделать однозначный вывод, что это не так. Несмотря на весьма специфический подбор кадров в президентской администрации Трампа и общую импульсивность его политического стиля, видение тайваньской проблемы этим президентом в целом совпало с давно зреющим в рядах американской политической элиты стремлением избавиться от самоограничений в отношениях с Тайванем, вызванных необходимостью избегать открытого конфликта с Китаем. Итогом ухудшения американо-китайских отношений и связанных с этим протайваньских инициатив Трампа стало существенное повышение напряженности в зоне Тайваньского пролива, снижение уровня международной поддержки Тайваня. Вместе с тем полного разрушения традиционной американской «политики стратеги- ческой неопределенности» все же не произошло. Первые шаги Дж. Байдена показали, что при внешнем сохранении жесткого трамповского подхода к тайваньской проблеме он нацелен на стабилизацию ситуации вокруг Тайваня. Новый президент, собравший команду из высококвалифицированных специалистов, стремится сохранить достигнутый при Трампе уровень связей с островом, избегая при этом необдуманных и провоцирующих Пекин решений. В целом можно утверждать, что Тайвань все больше перемещается в фокус американской внешней политики. Вывод войск из Афганистана не только не приведет к снижению уровня американских гарантий в Тайваньском проливе, но, наоборот, позволит привлечь сюда новые ресурсы.
