Нормативная сила ЕС в контексте европейской политики развития

Аннотация

В статье рассмотрены особенности проявления Европейским союзом его нормативной силы в политике содействия развитию стран глобального Юга. Несмотря на спорные результаты семидесятилетних усилий Европейского экономического сообщества, а затем Евросоюза по содействию международному развитию, нынешняя международная обстановка и непростая ситуация внутри ЕС подталкивают его к активизации политики развития и поиску более эффективных ее инструментов и средств. Автором предпринята попытка выявить причины трансформации подходов в политике развития ЕС в контексте влияния на способность Евросоюза выступать в качестве нормативной силы как внешних, так и внутренних факторов. В результате исследования были сделаны следующие выводы. Во-первых, в последние 20 лет на способность ЕС выступать в качестве нормативной силы в политике развития значительное влияние стали оказывать внутренние факторы — последствия расширений, кризис солидарности и Брекзит. Во-вторых, Евросоюз пока не видит альтернатив политике развития в решении как глобальных проблем, так и собственных и с нормативной, и с геополитической точки зрения. В-третьих, Евросоюз еще находится в поиске эффективных способов содействия международному развитию и трансляции своей нормативной силы. С практической точки зрения выявление действенных инструментов так же, как и ошибок прошлой политики, призвано создать базу для разработки и совершенствования новых подходов в российской политике содействия развитию, которая пока реализуется очень ограниченно, но могла бы принести стране дивиденды на международной арене.
