Объясняя безопасность глобального Юга: западные и незападные подходы

Аннотация

Доминирующие западные теории безопасности сконцентрированы главным образом на изучении западного опыта и моделей, с минимальными попытками проанализировать постколониальные реалии безопасности глобального Юга, которые при этом неизбежно влияют на степень остроты общей повестки в сфере безопасности. Преобладающая часть современных конфликтов (за редким исключением) происходит именно в странах глобального Юга. В силу целого набора факторов и причин западные и незападные подходы к безопасности отличаются расширенным (комплексным) пониманием безопасности, однако в каждом случае акценты расставлены по-разному. Различные прочтения безопасности создают конфликт восприятия и, по мнению многих теоретиков незападного мира, свидетельствуют о попытках Запада в некотором роде инициировать новую колонизацию. При этом ни западное понимание, ни альтернативные критические теории безопасности незападного мира не могут претендовать на универсальный характер. В статье описывается динамика теоретических подходов к рассмотрению безопасности, преимущественно в контексте доминирующей западной школы МО, демонстрируется и объясняется маргинальность проблематики безопасности не-Запада, приводится обзор ключевых проблем и угроз безопасности для развивающегося мира. Кроме того, анализируются относительно новые западные концепты безопасности (гуманитарной интервенции, безопасности личности, ответственности по защите), которые вызывают резкое противодействие со стороны всего развивающегося мира и воспринимаются незападными обществами в качестве прямой угрозы. Слабость «постколониальных» государств, их очевидная неспособность справиться с внутренними проблемами развития и беспорядками и обеспечить безопасность населения в собственных границах приводят к тому, что они становятся объектом политического воздействия. Вместе с тем Запад и не-Запад, осознавая неделимость современных угроз, прикладывают усилия, чтобы говорить на одном политическом языке безопасности. Однако мирорегулирование исключительно «по западным правилам» вызывает отторжение в развивающемся мире, особенно со стороны возвышающихся держав. Учитывая вес и значимость «всего остального человечества», в подобных условиях трудно надеяться на рациональный диалог по глобальным проблемам, если дискурс, интересы и амбиции двух полюсов слишком разнятся.
