Военно-политическое сотрудничество США с Финляндией и Швецией на современном этапе

Современная внешняя политика США сталкивается с рядом вызовов. На европейском направлении они, в частности, характеризуются продолжающейся конфронтацией с Россией и противоречиями с региональными союзниками. Так, беспокойство Вашингтона вызывает развитие самостоятельных военно-политических подходов Европейского союза и создание организации Постоянного структурированного сотрудничества по вопросам безопасности и обороны (PESCO). Дополнительный негатив вносит и готовящийся выход Великобритании из состава ЕС. Данный комплекс проблем приводит к необходимости корректировки существующей системы союзов в Европе. На этом фоне развитие сотрудничества с Финляндией и Швецией может оказаться весьма перспективным для интересов Вашингтона. Обе страны, хоть и не являясь членами НАТО, в своей внешней политике склонны ориентироваться на Соединенные Штаты. Вместе с тем сотрудничество с ними может косвенно способствовать и продвижению американских интересов в Европе. Ранее отношения с этими странами не отличались высокой активностью, однако перемены все более очевидны. Так, в мае 2018 г. между США, Финляндией и Швецией было подписано заявление о намерениях по развитию сотрудничества в военно-политической сфере. Кроме того, происходит наращивание кооперации в рамках организации Североевропейского оборонного сотрудничества (NORDEFO). Увеличивается и масштаб военных учений, проводимых на севере Европы, в которых США также принимают активное участие. В данной статье рассматриваются современные аспекты военно-политического сотрудничества США с Финляндией и Швецией. Особое внимание уделяется значимости этих стран для европейской политики Вашингтона в контексте современных трансатлантических противоречий, интересов американского ВПК на европейском рынке и компенсации выхода Великобритании из состава ЕС. На основании изученного материала делаются предположения относительно дальнейших путей сотрудничества между тремя странами. Исследование проведено на основе официальных правительственных документов и позиций западных и российских экспертов.
