«Образы Версаля» и трансформация международных отношений в Европе после 1989–1990 гг.: взгляд западноевропейских и американских экспертов

В центре внимания статьи находится вопрос об использовании «образов» Версальского мирного договора 1919 г. для анализа западноевропейскими и американскими экспертами событий иного исторического периода, а именно окончания холодной войны в 1989–1990 гг. и последовавших затем международно-политических трансформаций в Европе. На фоне многочисленных исследований, посвященных собственно истории Версальского порядка и эволюции его трактовок в историографии, подобная постановка вопроса встречается намного реже. Как представляется, она во многом отличается новизной, а также актуальностью ввиду продолжающихся «битв за историю» и попыток использования интерпретаций значимых исторических событий для легитимации позиции того или иного эксперта или общественно-политического деятеля. Автор выделяет четыре ключевых параметра, по которым проводилось сопоставление европейских реалий после 1919 г. и 1989 г.: усиление националистических и сепаратистских тенденций; изменение геополитической и стратегической обстановки на европейском континенте; новый виток глобализации на либерально-рыночных началах; рост опасений в связи с возможным появлением новых ревизионистских держав и новых международных угроз. Анализ статей экспертов, историков и «лидеров общественного мнения», в той или иной форме апеллировавших к «образам Версаля», продемонстрировал, что нередко подобные оценки расходились с позицией, доминировавшей в специализированной историографии по проблемам Версальского порядка, а экспертыполитологи селективно использовали те или иные грани истории Европы после Первой мировой войны для подкрепления своей точки зрения на характер и тренды развития международной ситуации в 1990-е годы. Вместе с тем амбивалентность в оценках Версаля в 1990-е, как ни странно, отражала двойственность самого мирного договора, комбинировавшего новаторские элементы (Лига Наций и идеи коллективной безопасности, «право наций на самоопределение») с традиционными силовыми и репрессивными мерами, которые государства-победители часто использовали в отношении проигравших.
