От однополярного мира к Группе нуля и далее: политическая экономия мира без сверхдержав

Эрозия однополярной системы международных отношений, ускорившаяся в результате бурных событий 2022 г., возвращает экспертов в области международных отношений к обсуждению феномена баланса сил и воплощения его в разнообразных моделях. На протяжении тридцатилетнего периода, последовавшего за окончанием холодной войны (1991–2021), система межгосударственных связей прошла через периоды, когда оптимальными виделись однополярная, двухполярная и многополярная модели. В данной статье, основанной на выступлении автора на пленарном заседании КИМО-2022, предложена политико-экономическая интерпретация последствий, с которыми государства — члены мирового сообщества столкнутся на новом этапе трансформации современной архитектуры международных отношений XXI столетия посредством механизма баланса сил. Тенденция сокращения государственной мощи по сравнению с нараставшим экономическим могуществом рыночных институтов и структур бизнеса в современную эпоху сменилась обратной тенденцией. Она характеризуется «возвращением государства» на фоне переживающей кризис глобальной системы. Отсутствие в новой системе государства-гегемона ведет к разрушению основ международного либерального порядка, формированию децентрализованной системы альянсов государств, росту числа и масштабов экономических конфликтов, выражающихся как в формировании региональных торговых союзов, так и в расширении практики применения экономических санкций как субститута вооруженных конфликтов прошлого. Новую эру в политико-экономическом развитии планеты, в которой на место сверхдержав прошлого придут новые акторы, следует охарактеризовать как период конкурентной взаимозависимости. И ближайшие годы покажут, что одержит верх — превозносимая представителями реалистической школы теории международных отношений конкуренция, т. е. межстрановое/межблоковое соперничество, или же поднимаемая на щит либералами взаимозависимость.
