Трансграничное сотрудничество России и Евросоюза между (де-)секьюритизацией и парадипломатией: в поисках новых подходов к cross-border governance

Трансграничное сотрудничество России и Европейского союза на протяжении почти 30 лет балансирует между сотрудничеством и контролем, геополитикой и парадипломатией. В разные периоды отношений заметно преобладание той или иной логики развития. В «посткрымском» периоде развития международных отношений в Европе трансграничное сотрудничество оставалось одной из немногих сфер взаимодействия России и ЕС, отмеченных если не позитивной динамикой, то хотя бы не деградацией. Карельский участок государственной границы России привлек пристальное внимание отечественных и западных исследователей в 1990-е годы в силу быстрых темпов институционализации трансграничного сотрудничества. Создание еврорегиона «Карелия» в 2000 г. и запуск программ приграничного сотрудничества в рамках Европейской политики соседства способствовали поддержанию исследовательского интереса. В последние годы негативная динамика отношений России и ЕС привела к заметному снижению интереса исследователей к частным вопросам трансграничного сотрудничества. Вместе с тем проекты приграничного сотрудничества продолжают оказывать позитивное влияние на развитие приграничных сообществ, а система управления трансграничного взаимодействия, cross-border governance, продолжает развиваться и трансформироваться. Таким образом, изучение динамики трансграничного сотрудничества в еврорегионе «Карелия» по-прежнему представляет научный интерес. Оно позволяет ответить не только на частные вопросы об особенностях взаимодействия Карелии и Финляндии, но и на более общие, относящиеся к сфере взаимоотношений России и Евросоюза. На основе анализа дискурсивных практик сотрудничества, свойственных разным участникам процессов трансграничного сотрудничества в еврорегионе «Карелия», автор показывает, почему позитивное взаимодействие акторов все еще возможно и какой вектор развития может ожидать региональное сотрудничество России и ЕС в среднесрочной перспективе.
