Мировая пересборка: эмпирические данные в концептуальном поиске. Европейский ракурс

В статье рассматривается концептуальный кризис в оценках состояния международных отношений, в которых усиливаются кризисные явления. В поисках новых перспективных моделей мирового экономического и политического развития, в стремлении объяснить природу и причины ужесточения соперничества глобальных центров с илы в международных исследованиях, в частности в европеистике, предлагаются различные подходы и стратегии, подчас кардинально отличные. Автор ставит вопрос о месте эмпирики в этом научном поиске, о проблеме «измеряемости» тех или иных гипотез и обобщений. С помощью обращения к ряду конкретных показателей и статистических данных выявляется роль ЕС и ведущих европейских стран, России и других центров силы в мировой политэкономической табели о рангах. Анализируется состояние баланса сил внутри ЕС, основные риски и уязвимости в его развитии. В контексте мировой пересборки оцениваются позиции и главные вызовы для России. Сделан вывод о том, что в ближайшем будущем дальнейшее укрепление получит феномен полицентричного мира с элементами сложносоставной квазибиполярности. При этом квазибиполярность представляет собой более адекватную конфигурацию, чем гипотеза об американо-китайской «новой биполярности». США и Китай все на-гляднее образуют основную конфронтационную ось мировой политики на обозримое будущее. В то же время она имеет квазибиполярный характер ввиду того, что количество восходящих центров силы, сопоставимых с Соединенными Штатами и Китаем и имеющих растущие геополитические амбиции, заметно больше, чем в ситуации второй половины XX в.
