Перспективы оборонной политики Великобритании в 2020–2030 гг.

В статье рассматриваются направления развития британской политики обороны и безопасности. Анализируются основные стратегии данной сферы деятельности, положение британского оборонно-промышленного комплекса, основные вызовы, стоящие перед национальной обороной и безопасностью Соединенного Королевства и видение этих вызовов британским политическим и военным руководством. Выявлены поворот приоритетов Соединенного Королевства в обороне и безопасности от «гибридных угроз» к возможности противостояния регулярным силам крупных военных держав и его причины. Одним из важнейших наблюдений в статье является роль выхода союзных войск из Афганистана и его последствий в британской оборонной стратегии. Подчеркивается важность украинского конфликта с 24 февраля 2022 г. и вовлеченность в него британских военных и политических ресурсов. Также изучаются возможные последствия данного конфликта для британской обороны и безопасности. Главным выводом работы можно назвать тезис о крахе концепции «Глобальной Британии» по причине отсутствия должных ресурсов для контроля за рядом регионов (прежде всего, речь идет о Ближнем Востоке, Черноморском бассейне и Средней Азии) и падения уровня компетентности высшего политического руководства Соединенного Королевства. Констатируется кризис в британском оборонно-промышленном комплексе и его зависимость от зарубежных технологий и продукции. Кроме того, прогнозируется возможное фундаментальное переформатирование британской внешней политики под воздействием вызовов, стоящих перед обороной и безопасностью страны.
