«Геополитика технологий»: международные отношения в эпоху Четвертой промышленной революции

Современные международные отношения и жизнь современного человека в ее нынешнем виде были бы невозможны без трех промышленных революций. Эти революции происходили в разное время на протяжении последних трех столетий и были частью единого непрерывного процесса смены технологических укладов. Каждая революция по-своему меняла то, как люди живут, работают, думают и сосуществуют. Каждая промышленная революция задавала новую динамику в международных отношениях и создавала новые политические конфликты. Нынешняя, Четвертая, промышленная революция также сопровождается нарастанием геополитической конкуренции, но развивается не линейно, а по экспоненте, проникает во все сферы человеческой жизни и рискует изменить саму природу человека. Именно поэтому характер современных технологий не позволяет смотреть на них исключительно с позиций потребителя — технологии в большей степени влияют на человека как на гражданина и касаются трех базовых для него концепций: справедливости, свободы и силы. Автор выдвигает гипотезу, что эти три концепции непосредственно сопряжены с тремя главными мегатрендами влияния технологий на политику соответственно: запросом на новый «общественный договор»; проблемой локализации больших данных и связанным с ней запросом на технологический суверенитет государств, — и развитием искусственного интеллекта. Данная работа — попытка выявить, каким образом новый технологический уклад вызывает «политическое преломление» этих трех концепций и каким образом этот процесс влияет на международные отношения.
